How will Cover Oregon ensure market stability once all the reforms take effect?
Beginning in 2014, health insurance market reforms may cause some imbalances in Oregon’s commercial market. The state is contracting with an actuarial firm to help determine the impact of the market reforms on the individual and small group markets in Oregon so it can develop specific risk-adjustment programs. Cover Oregon is working closely with the Insurance Division on designing these programs and has convened a workgroup of insurance carrier actuaries to help guide its work.
